筆者は経済学者で元ギリシャ財務大臣であったこともある。ギリシャは2010年からの経済破綻でIMFやEUによる厳しい緊縮政策を受け入れ経済的に疲弊していた。そのギリシャで2015年に反緊縮政策を掲げたチプラス政権の下で短期間ではあるが筆者は財務大臣を勤めている。筆者はギリシャに対する緊縮政策の押しつけはギリシャの経済を犠牲にしてEUの金融機関を救うものでしかないと主張し、戦ったが短期間で大臣を辞めることになる。ここまででお分かりのように筆者の経済政策は富の再分配を優先する左派に属する。また世界的ベストセラー『父が娘に語る 美しく、深く、壮大で、とんでもなくわかりやすい経済の話。』でも有名な作家でもある。
筆者は既に現在の資本主義は金融資本からクラウド資本に主役が移りつつあると説く。クラウド資本とはGAFAM（グーグル、アップル、フェイスブック、アマゾン、マイクロソフト）に代表される巨大テック企業のことである。彼らは既にインターネットという新たな領土で独占的な地位を確立している。検索や買い物、何か動画を見たり、自分が発信したりする際に、彼らの領土を通らないで行動することは非常に難しい。今後はリアルな世界でのあらゆる行動もデータとして収集されることになる。人間関係も彼らのサービスを抜きにしては交流することが出来なくなる。企業や組織はクラウド資本上の領土に間借りすることでしか社会とのつながりを持てなくなる。クラウド資本はそういった企業や組織から地代を収集することができる。
そして民衆はクラウド農奴となって無償で自らの検索情報や行動情報をクラウド資本に渡すことになる。それも嫌々ではなく自ら積極的にデータを渡しているのだ。好きなものを検索したり、好きな動画を見たり、好きなものを購入するといったインターネット上のあなたの行動が全てクラウド資本の利益の源泉であるデータとなって収集されていくのだ。いずれは全ての行動がデータとなってクラウド資本に収集されていく。そこから得られたアルゴリズムを使ってクラウド資本はあなたに自由に購買意欲を持たせることもできるようになるかもしれない。自由に行動しているようで実は縛られている。クラウド農奴とはそんな階層なのだ。
クラウド資本は国家権力とも密接に結びつきつつある。中国では百度、テンセント、アリババといったクラウド資本は国家権力が統制している。中国政府が国民を徹底的に統制するための道具としてこれらのクラウド資本は使われている。アメリカも中国のクラウド資本に対して警戒感を強めている。ティックトックを巡るアメリカの規制はその現れだ。中国人民がほとんど使っている、使わなければ生活できない百度、テンセント、アリババは膨大な使用者データを得て、強力なクラウド資本になっている。世界でGAFAMに並ぶクラウド資本は中国にしかない。この巨大なクラウド資本と米中がタッグマッチを行っているのが、新米中冷戦の重要な側面の一つだ。
筆者は、まだ現在はクラウド資本の黎明期に過ぎないと予想する。今後、彼らはもっと大きな力を持つことになり、巨大で覆すことのできない権力を握るようになると考えている。このクラウド資本を制限するにはクラウド農奴たちが一斉に反旗を翻し、その要求を受けて世界的に国家が彼らを制限することが不可欠だとしている。そして「万国のクラウド農奴よ団結せよ」と訴えるのだ。
ここからは私の意見ですが、そのような楽天的な未来はあり得ないと思う。国家は市民の側に立つのではなく、クラウド資本と同盟を結び、利益を分け合う姿の方が、よほど現実的である。市民の側に立つ国家よりも、クラウド資本と協力して市民を管理統制する国家の方が現実世界で強力な力を握る。現実世界は強い国家が弱い国家を圧迫する弱肉強食の世界だ。トランプ大統領の最近の振る舞いを見ても、未来は法と秩序が支配する国際社会より、強者が傍若無人に振る舞う国際世界に向かっている。国家は生き残りのためにクラウド資本と同盟を結ばざるを得ない。国民も生き残りのためにそれを許容していくだろう。未来は統制社会に向かっているのだ。
The author is an economist and formerly served as Greece’s finance minister. After Greece’s economic collapse beginning in 2010, the country accepted harsh austerity measures imposed by the IMF and the EU, which left its economy severely weakened. In this context, the author served briefly as finance minister in 2015 under the Tsipras government, which came to power on an anti-austerity platform. He argued that imposing austerity on Greece did nothing more than save EU financial institutions at the expense of the Greek economy, and he fought against these policies, but ultimately resigned from his post after a short time. As should be clear from this account, the author’s economic views place him on the left, prioritizing the redistribution of wealth. He is also a well-known writer, famous for the global bestseller Talking to My Daughter About the Economy: A Brief History of Capitalism.
The author argues that the driving force of contemporary capitalism is already shifting from financial capital to what he calls “cloud capital.” By cloud capital, he means the giant tech companies represented by GAFAM—Google, Apple, Facebook, Amazon, and Microsoft. They have already established monopolistic positions in a new territory: the internet. When we search for information, shop, watch videos, or share our own content, it is extremely difficult to act without passing through their domains.
Going forward, virtually all actions in the physical world will also be collected as data. Even human relationships will become impossible to maintain without relying on their services. Companies and organizations will only be able to connect with society by renting space within the territories controlled by cloud capital. In this way, cloud capital is able to extract rent from those companies and organizations.
The people, meanwhile, become “cloud serfs,” handing over their search data and behavioral data to cloud capital free of charge. And they do so not reluctantly, but willingly and proactively. Everything you do online—searching for things you like, watching videos you enjoy, buying products you want—gets collected as data that serves as a source of profit for cloud capital. Eventually, all human activity will be turned into data and absorbed by cloud capital. Using the algorithms derived from this data, cloud capital may even gain the ability to shape your desire to consume at will. You appear to be acting freely, but in reality you are constrained. That is the social class known as the cloud serfs.
Cloud capital is also becoming ever more closely intertwined with state power. In China, cloud capital such as Baidu, Tencent, and Alibaba is controlled by the state. These companies are used as tools by the Chinese government to exercise thorough control over its citizens. The United States, for its part, has grown increasingly wary of China’s cloud capital, as seen in U.S. regulations targeting TikTok.
Baidu, Tencent, and Alibaba—services that most people in China use and effectively cannot live without—have amassed enormous amounts of user data, turning them into extremely powerful forms of cloud capital. The only cloud capital in the world that rivals GAFAM exists in China. One key aspect of the new U.S.–China Cold War is this confrontation between two nations locked in a struggle, backed by their respective giant cloud capital powers.
The author believes that we are still only in the early, formative stage of cloud capital. In the future, he expects these entities to grow far more powerful, eventually wielding enormous and unchallengeable authority. To rein in cloud capital, he argues, it is essential for cloud serfs to rise up collectively; only then, in response to their demands, can states around the world impose meaningful constraints on it. He therefore calls out, “Cloud serfs of the world, unite.”
From here on, this is my own view, but I think such an optimistic future is unrealistic. Rather than standing on the side of citizens, states are far more likely to form alliances with cloud capital and share in the benefits. In the real world, states that cooperate with cloud capital to manage and control their populations are much more powerful than states that try to side with their citizens against it. The world operates on the logic of survival of the strongest, where powerful states pressure weaker ones.
Even judging from President Trump’s recent behavior, the future seems to be heading not toward an international order governed by law and norms, but toward a world in which the strong act with impunity. To survive, states will have little choice but to ally themselves with cloud capital. Citizens, too, will likely come to accept this in the name of survival. The future, in short, is moving toward a controlled society.
