本書は2024年に書かれて世界各国の言語に翻訳されているが、未だに英語版は存在しない。恐らくアメリカにとって非常に都合の悪いことが書かれているからではないだろうか。著者のエマニュエル・トッドは歴史人類学者で世界各地での家族構造から社会構造を捉える研究が有名でソビエト連邦の崩壊を予想したことでも知られる。本書では長期的、構造的な西洋社会の没落を予想している。
西洋社会はプロテスタンティズムが近代社会、特に資本主義と密接に結びつくことによって大発展を遂げ、世界の指導的立場に立つことができた。マックス・ウェーバーの研究でも、その構造は、よく知られている。しかし現代においては、この根幹となる社会の中の宗教的な要素はドンドン薄まっていっている。トッドはこれを「ゼロ宗教状態」と名付けている。この状態では社会の一体感は消滅し、ニヒリズムと暴力が拡大すると筆者は説く。この傾向は自由主義が有利な社会構造を持つ西洋社会で顕著に観察され、権威主義体制が有利なロシアや中国では抑制されているそうだ。この社会の構造的な変化が長期的な西洋の没落をもたらしている一つの要因である。
西側諸国では中国やロシアの政治体制が権威主義的なものだと批判されることも多いが、筆者は西側諸国こそは自由主義的寡頭制だと主張する。形式的な民主政体は維持されているが、一部の富裕層の利益を優先する政治体制になっているという意味である。民主的な選挙が行われてはいるが、国民の利益を優先する政治は選択されにくい。富裕層は多額の政治献金、ロビー活動、経済団体による圧力といった手法で直接的に政治に介入することができる。結果として大多数の国民の望む政治は実現されないのだが、国民が選んだ結果のように擬制されている。これが西側諸国の自由主義的寡頭制である。この不平等な構造は益々、西側諸国の社会の一体感を減少させ、没落を加速させる。
ウクライナ戦争へと至る戦略的な間違いも西洋の敗北の一要因だと筆者は主張する。冷戦に勝利した西側先進国は、それが自らの体制の強靭さを証明するものだと勘違いをした。真実はソビエトの体制が自滅したのであり、西側諸国には数十年の時間差で社会体制の危機がやってきている。慢心した西側陣営は自由主義と民主政体を世界に拡大していき、支配体制を固めようとした。具体的には冷戦後のNATOの東方拡大やテロ戦争に始まる中東への武力介入がそれにあたる。プーチン大統領はウクライナ戦争を始めることにより冷戦以降の西側諸国のロシアへの圧力を明確に止めることになった。西側陣営はロシアが政治的、経済的に破綻することを望んでいたが、現在に至るまでロシアは強固なままである。トッドの分析ではロシアの社会体制は西側陣営に比べて十分強さを維持できるとしている。ウクライナ戦争で西側陣営が勝利することは難しい。トッドが予想するウクライナ戦争の結末は以下の三つである。西側陣営の決定的な敗北か、ロシアに有利な条件での講和か、核戦争も想定される破局的な最後である。バイデン政権の時代ならば破局的なシナリオも十分、説得力があったが、現在では少し状況が変化してきた。
以下は私が予想する世界の今後である。本書の出版後、アメリカではトランプ政権が誕生した。トランプはウクライナ戦争で西側陣営が勝てないことは十分理解している。トランプはプーチンと裏で交渉をしていて、破局的な結末は絶対的に避けるように合意しているだろう。しかし、ウクライナ戦争は簡単には終わらない。低強度の戦争が続くことを私は予想する。トランプの目的はウクライナ戦争をアメリカの負担抜きで持続することによってヨーロッパのアメリカ依存の政治勢力を根絶することにある。アメリカはヨーロッパから離れて北米大陸に籠る。世界の覇権国をやめて、西半球の覇権国として再生することを目指す。これがトランプ大統領の目指す世界であろう。
This book was written in 2024 and has been translated into many languages around the world, yet an English version has not been released. Perhaps this is because it contains content that is highly inconvenient for the United States. The author, Emmanuel Todd, is a historical anthropologist known for his research on how family structures shape social systems across different regions, and he famously predicted the collapse of the Soviet Union. In this book, he predicts the long-term, structural decline of Western societies.
Western societies achieved remarkable development and rose to global leadership through the close association of Protestantism with modernity, particularly capitalism. This structure is well known, notably through the work of Max Weber. However, in the modern era, the religious elements that once formed the foundation of society are steadily fading. Todd refers to this as a “zero religion state." In such a state, social cohesion disappears, and nihilism and violence begin to spread, he argues. This trend is especially evident in Western societies, where liberalism aligns with the prevailing social structure. In contrast, in authoritarian regimes like Russia and China, the “zero religion state" is more restrained. Todd suggests that this structural transformation of society is one of the factors contributing to the long-term decline of the West.
Western countries often criticize the political systems of China and Russia as authoritarian, but the author argues that it is actually the West that operates under a liberal oligarchy. While formal democratic systems are maintained, the political structure prioritizes the interests of a wealthy minority. Democratic elections are held, but policies that truly serve the public interest are rarely chosen. The wealthy are able to directly influence politics through large political donations, lobbying, and pressure from economic organizations. As a result, the kind of politics most citizens desire is never fully realized—yet the system creates the illusion that these outcomes reflect the will of the people. This, according to the author, is the essence of the West’s liberal oligarchy. Such an unequal structure further erodes social cohesion and accelerates the decline of Western societies.
The author argues that strategic missteps leading up to the war in Ukraine are also a key factor in the West’s decline. After winning the Cold War, Western nations mistakenly believed that their victory proved the superiority and resilience of their own systems. In reality, it was the Soviet system that collapsed from within, and now the West is facing a systemic crisis of its own, albeit delayed by several decades.
Overconfident, the Western bloc sought to expand liberalism and democracy globally in order to solidify its dominance. This was manifested in the eastward expansion of NATO after the Cold War and military interventions in the Middle East under the banner of the “War on Terror.” By launching the war in Ukraine, President Putin effectively brought an end to the pressure the West had been exerting on Russia since the Cold War.
The West had hoped that Russia would collapse politically and economically, but to this day, Russia remains resilient. According to Todd’s analysis, Russia’s social and political system is, in some ways, more durable than those of the Western bloc. A Western victory in the Ukraine war is unlikely. Todd outlines three possible outcomes: a decisive defeat for the West, a peace settlement on terms favorable to Russia, or a catastrophic ending that could even involve nuclear war. While the apocalyptic scenario seemed plausible during the Biden administration, the situation has since begun to shift somewhat.
The following is my prediction for the future of the world. After the publication of this book, the Trump administration came to power in the United States. Trump fully understands that the West cannot win the war in Ukraine. It is likely that he has been negotiating with Putin behind the scenes and that they have agreed to absolutely avoid a catastrophic outcome. However, the war in Ukraine will not end easily. I predict that a low-intensity conflict will continue.
Trump’s goal is to sustain the Ukraine war without American involvement, thereby eliminating pro-American political forces in Europe that depend on the U.S. By doing so, the United States will distance itself from Europe and retreat into the North American continent. The aim is to abandon its role as a global hegemon and instead reestablish itself as the dominant power in the Western Hemisphere. This, I believe, is the vision President Trump is pursuing.
